H.E. José Raúl Mulino

José Raúl Mulino is President of the Republic of Panama. He was elected in the general elections held on May 5, 2024, and took office on July 1, 2024.

A lawyer by profession, Mulino holds a degree in Law and Political Science from Universidad Santa María La Antigua in Panama and a Master’s degree in Maritime Law from Tulane University in New Orleans. He has extensive experience in legal practice, particularly in the international maritime sector.

His public service career includes serving as Vice Minister and later Minister of Foreign Affairs, as well as Minister of Government and Justice and Minister of Public Security. He has also held leadership positions in Panama’s political and business sectors.

Mulino has played an active role in Panama’s democratic and political life for several decades, including his participation in the National Civic Crusade opposing the military regime of Manuel Antonio Noriega in the late 1980s.
